Hot Topics in School District Public Finance
This session will focus on providing a market update, recent economic developments, and what to look for as we progress through 2024 and head into 2025. We will also discuss trends we are seeing with Pennsylvania school districts in terms of how they are navigating current market conditions and positioning themselves favorably when facing the need to borrow funds for capital projects and/or refinance existing debt. Indoor Mapping to Support School Security, Public Safety and Operations
For the last several years there has been increasing focus on technology related to the mapping of interior spaces. The capture of interior imagery followed by the introduction of 3D LiDAR scanning and Building Information Modeling (BIM) technology all continue to play a significant role in providing data to visualize and map interior spaces. As these technologies, and many others, have advanced in terms of their capabilities and positional accuracy, so have the systems and software used to leverage their output to support visualizations. Indoor mapping provides more detailed information about facilities and provides the ability to visualize and interact with building floorplans, assets, sensors and other systems and information in both 2D and 3D. Indoor mapping supports asset and work order management, interior/exterior routing, reservation scheduling along with providing the ability to visualize temporal data such as the daily school schedule visually applied to a school’s multi-leveled floor plan. Realtime data feeds, internal positioning systems (indoor GPS) and video system integrations with an Indoor Mapping platform greatly improve situational awareness and increase response times in emergency situations while supporting Next Generation 911 (NG911) systems. As the technology used for data collection and processing continues to advance, so do the capabilities of indoor mapping platforms. This session will focus on different ways schools can leverage Indoor Mapping technology using Esri’s ArcGIS Indoors mapping solution. We will cover how the platform works, different data types it can leverage, as well as its overall capabilities. There will be specific focus on school security, Public Safety and Operations management, looking at the functionality and tools the platform provides, in addition to processes and workflows that support them. Leveraging Technology to Support Asset and Facility Inspections, Maintenance, Management and Reporting
Facility and Asset Management is a common and necessary function for all public and private organizations that own, maintain and report on facilities and assets. This typically involves coordination with multiple groups throughout an organization including inspectors, maintenance staff, and owners. Ideally this should be a seamless process where information is quickly captured, analyzed, and reported in a timely manner with minimal manual work. It should also be part of an overall organization-wide asset management program that allows for full transparency and incorporates risk assessment and resiliency into the process. Over the last several years there has been a significant increase in the availability of technology and tools to digitally manage and coordinate maintenance for assets and facilities. This increase was partially accelerated due to a global pandemic that forced organizations to move away from “paper-processes”, but the momentum had been building for a number of years. The creation and adoption of cloud computing has allowed organizations to leverage advanced cloud infrastructure and Software as a Service (SaaS) at a fraction of the cost of classic on-premise systems. Organizations can spin-up powerful computing and storage platforms in minutes and at a fraction of the cost when compared to acquiring hardware, software and resources required establish equivalent functionality on-premise. In this session, T&M will cover how facility owners and operators can leverage modern cloud technologies, such as Esri’s ArcGIS Online platform, to drastically improve inspection and maintenance needs. These no-code platforms provide a robust solution for integrating facility management, GIS mapping, and maintenance while providing real-time inspection and field staff monitoring including visual reporting. Attendees will be shown how these platforms are setup and work, as well as the tools that can be integrated into most facility/asset management systems.

School districts are facing staffing shortages with teachers, food service workers, custodians and more.
